South Central Nebraska Unified School District #5 Board of Education Budget Hearing September 17, 2007

The South Central Nebraska Unified School District #5 Budget Hearing was called to order at 7:30 p.m. by roll call vote: Buescher, Harms, Meyer, Kluver, Cassell, Schlick, Paus, Schroer, Benton, Hoelting and Lindvall present. Van Skiver was absent from the hearing. The 2007-08 budget was reviewed, followed by comments and question, public comments and Board of Education directives. The hearing was adjourned at 7:57 p.m.

The South Central Nebraska Unified School District #5 Property Tax Requests Hearing was called to order at 7:58 p.m. by roll call vote: Hoelting, Lindvall, Buescher, Harms, Meyer, Kluver, Cassell, Schlick, Paus, Schroer, and Benton present. Van Skiver was absent from the meeting. The proposed property tax requests for the General Fund, Special Building Fund, Qualified Capital Purpose Undertaking Fund, and the Bond Fund for the 2007-08 school year were reviewed. The hearing was adjourned at 8:04 p.m.

South Central Nebraska Unified School District #5 Board of Education Meeting Monday, September 17, 2007

The South Central Nebraska Unified School District #5 Board of Education met in regular session on Monday, September 17th. The meeting was called to order at 8:05 p.m. by roll call vote: Kluver, Cassell, Schlick, Paus, Schroer, Benton, Hoelting, Lindvall, Buescher, Harms, and Meyer present. Van Skiver absent.

Cassell moved to excuse board member Van Skiver; Buescher seconded the motion. Motion carried: 11-0.

Kluver moved that the agenda be approved as presented; Meyer seconded the motion. Motion carried: 11-0.

Meyer moved that the claims for September be approved as presented in the amount of $626,690.10 from the General Fund. Harms seconded the motion. Motion carried: 11-0.

Meyer moved to approve the consent agenda; Hoelting seconded the motion. Motion carried: 11-0.

Mrs. Biltoft presented the curriculum report on technology.

Hoelting moved that the Board of Education of the South Central Nebraska Unified School District #5, adopt the General Fund Budget for the 2007-08 budget year. Such General Fund Budget be set at $9,188,577; which includes a necessary cash reserve of $1,000,000. Such General Fund Budget requires a property tax requirement of $4,373,502; which includes the county collection fee. Meyer seconded the motion. Motion carried: 11-0.

Kluver moved that the Board of Education of the South Central Nebraska Unified School District #5, adopt the Bond Fund Budget for the Sandy Creek School District 18-0501 for the 2007-08 budget year. Such Bond Fund Budget be set at $455,700; which includes a necessary cash reserve of $255,700. Such Bond Fund Budget requires a property tax requirement of $202,000 for only the Sandy Creek School District 18-0501; which includes the county collection fee. Harms seconded the motion. Motion carried: 11-0.

Harms moved that the Board of Education of the South Central Nebraska Unified School District #5, adopt the Special Building Fund Budget for the 2007-08 budget year. Such Special Building Fund Budget be set at $152,800; which includes a necessary cash reserve of $0. Such Special Building Fund Budget requires a property tax requirement of $80,800; which includes the county collection fee. Cassell seconded the motion. Motion carried: 11-0.

Schlick moved that the Board of Education, South Central Nebraska Unified School District #5, adopt the Qualified Capital Purpose Undertaking Fund Budget for the 2007-08 budget year. Such Capital Purpose Fund Budget be set at $131,250; which includes a necessary cash reserve of $40,000. Such Capital Purpose Fund Budget requires a property tax requirement of $40,400. Kluver seconded the motion. Motion carried: 11-0.

Benton moved that the Board of Education, South Central Nebraska Unified School District #5, adopt the Depreciation Fund Budget for the 2007-08 budget year. Such Depreciation Fund Budget be set at $63,500; which includes a necessary cash reserve of $0. Such Depreciation Fund Budget requires a property tax requirement of $0. Buescher seconded the motion. Motion carried: 11-0.

Kluver moved that the Board of Education, South Central Nebraska Unified School District #5, adopt the Employee Benefit Fund Budget for the 2007-08 budget year. Such Employee Benefit Fund Budget be set at $165,000; which includes a necessary cash reserve of $47,500. Such Employee Benefit Fund Budget requires a property tax requirement of $0. Meyer seconded the motion. Motion carried: 11-0.

Harms moved that the Board of Education, South Central Nebraska Unified School District #5, adopt the Activities Fund Budget for the 2007-08 budget year. Such Activities Fund Budget be set at $580,000; which includes a necessary cash reserve of $180,000. Such Activities Fund Budget requires a property tax requirement of $0. Paus seconded the motion. Motion carried: 11-0.

Meyer moved that the Board of Education, South Central Nebraska Unified School District #5, adopt the School Lunch Fund Budget for the 2007-08 budget year. Such School Lunch Fund Budget be set at $326,050; which includes a necessary cash reserve of $15,150. Such School Lunch Fund Budget requires a property tax requirement of $0. Lindvall seconded the motion. Motion carried: 11-0.

Hoelting moved that the Board of Education, South Central Nebraska Unified School District #5, adopt the Cooperative Fund Budget for the 2007-08 budget year. Such Cooperative Fund Budget be set at $346,000; which includes a necessary cash reserve of $101,000. Such Cooperative Fund Budget requires a property tax requirement of $0. Kluver seconded the motion. Motion carried: 11-0.

Schlick moved that the Board of Education, South Central Nebraska Unified School District #5, adopt the Student Fee Fund Budget for the 2007-08 budget year. Such Student Fee Fund Budget be set at $100,000; which includes a necessary cash reserve of $0. Such Student Fee Fund Budget requires a property tax requirement of $0. Buescher seconded the motion. Motion carried: 11-0.

Meyer moved that the Board of Education, South Central Nebraska Unified School District #5, adopt the proposed resolution to set the property tax requests for the 2007-08 budget year for the General Fund at $4,373,502; the Special Building Fund at $80,800; the Qualified Capital Purpose Undertaking Fund at $40,400; and the Bond Fund for only the Sandy Creek School District, 18-0501, at $202,000. Also, to direct the Superintendent of Schools to file such resolution with the appropriate state and county officials. Schlick seconded the motion. Motion carried: 11-0.

Harms moved that the Board of Education, South Central Nebraska Unified School District #5, sell the 2001 Chevy SPED Conversion Van with wheelchair lift to Anselmo Merna School District for the sum of $8,400. Lindvall seconded the motion. Motion carried: 11-0.

Kluver moved that the Board of Education, South Central Nebraska Unified School District #5, accept the bid from Glenwood Telecommunications for $1,233.15 to complete the PA System and $660.00 to complete the cable/fiber optic system. Paus seconded the motion. Motion carried: 11-0.

NASB Region 13 Director nominations and ballot were discussed and ballot cast.

Mr. Waddle presented the Principal's report.

The Administrator's report consisted of: enrollment, option enrollment, NASB/NASA State Conference, spending, Board Committees, monthly curriculum report, monthly Principal's report, and division of assets.

The meeting was adjourned at 9:34 p.m. The next meeting will be October 15th at 7:30 p.m. at Sandy Creek Schools.
